Hoshino Resorts' KAI brand has clear rules in place. They provide tattoo cover stickers, so it seems you can get in if it's small enough to be covered by those. They said the stickers are skin-colored, 8cm x 10cm. If you have heavy traditional Japanese tattoos, it's probably a no.
