I got in. They say it's fine as long as you're considerate.
When I checked by phone, they said to please be considerate when you go in. But the sign asking you to refrain is still there. It felt really great. Please go with good manners.

Since it's town-run, Article 244 of the Local Autonomy Act applies, and there are no entry restrictions on irezumi or tattoos.
