Apparently they don't ban tattoos because that would be discrimination.
I often stop by when I come to the Nagato area for work. You can get in just fine.
An acquaintance told me about it, and I got in!
No 'prohibited' signs. I got in two days in a row.
When I asked by phone, they said, "We don't prohibit it. Please just make sure not to bother other customers." I was able to bathe with no problem.
It's fine!
It's run by a public corporation (a public body), so there's no discrimination and tattoos were OK.
