Me and a friend went, and we both have full-body tattoos. My buddy is the type with heavy tattoos on his face and neck too, but we got in without anyone saying anything.
They lifted the ban because of inbound tourism.

Sauna Shikiji, commonly called the holy land of saunas, refuses tattoos, which is not what you'd expect from a sauna! Normally, when you say sauna, yakuza come with the territory, right?
You can't get in. Their site also says: "*We refuse entry to people with tattoos, gang members, people who are heavily drunk, and people wearing diapers. If any such person does enter, they will be asked to leave immediately."
