The people with irezumi have good manners.
When I asked by phone, they said that if there's a complaint they may ask you to leave, but they don't refuse entry. There were actually lots of people with tattoos there.
When I checked by phone beforehand, they said they don't specifically turn people away, but if another customer complains, they'll ask you to leave. I've used it about three times, and every time I saw someone with full-body tattoos, so I think you can assume other customers don't complain.
