These days lots of people have them, and there are people from overseas too, so treating it as a bad custom is just wrong.
I have some too, so I was worried, but in the main bath there were plenty of people with full-body, arm, and back tattoos just bathing like normal lol (I was a little careful in front of the staff, just in case.)
There was a staff member in the women's bath, but nobody said anything even though I didn't cover up with a towel. During busy seasons or times I'd put a towel over it, and while washing I didn't bother, but I've never been warned or called out.
I got in after switching to a shirt-style swimsuit. (Sorry for my poor wording.)
There's a notice saying no. In the pool you might be fine wearing a rash guard, but they strictly tell you to take off your swimsuit before going to the lockers, so it's tough if yours can't be covered with a towel. I saw lots of people with smaller ones covering them with stickers and such. If you can cover it with a towel, it's not impossible to get in if you're careful when washing, getting in and out of the bath, and moving around, but I don't recommend it.
It's a big private facility with crowds of all kinds of guests, so it's impossible...
I stayed here in June. The onsen clearly said no tattoos. But at the pool, there were a few people wearing rash guards whose tattoos were still showing. To get to the main bath you walk right past the staff, so I think it's totally impossible.
On Jalan it said, "We're sorry, but we ask that you refrain from using the facility." That's info from 2012, but I don't think it has changed.
