In the men's bath, there are regulars with tattoos on their backs, arms, and even legs who use it all the time. The staff don't say anything either. The other day, there was also a woman in the women's bath with a back fully covered in tattoos.

I went today! Even though I have tattoos in spots that show even with clothes on, they didn't stop me at the entrance and happily let me in with a smile! Inside, there were other older people with tattoos too! As long as you follow common sense, everyone was nice to me! I want to go again!
No signs saying no tattoos! I read reviews on other sites. I saw info saying a person with a tattoo covering their whole back had been in... (a man). I'm a woman, but I went in the evening. I was so happy to get into an onsen facility for the first time in ages...
It seems fine as long as you have common sense.
I got in normally without covering up. It was all locals, and they didn't seem to care.
