I have tattoos on both shoulders, but I use it regularly. I often run into other people with tattoos too, so I think it's fine.
There was a notice inside saying no tattoos, but since I'd already come, I went in. With the notice up, though, I felt uneasy about it.
It's an onsen ryokan, but both overnight stays and day bathing are fine.
