I checked by phone in advance
and at the front desk on the day,
and was able to bathe.
Public day-use onsen in Shizuoka Prefecture
vary in how they handle it, but
many of them let you bathe.

You can get in. When I called before going, they said OK right away. When I got there, it felt 200% like a hidden spot in the wilderness.
I chatted in the outdoor bath with a regular, a former school teacher who said he's been coming for 20 years. It's homey and has a nice feel. The 300 yen fee is great value too!
The real problem with this onsen is that there's no food. As far as the eye can see, it's all mountains. No restaurants. There's just a coffee shop and something like a barbecue house a long way down the road. You can bring your own food, so if you want to stay all day, you'd better buy a boxed lunch at a convenience store. The shop does sell cup noodles.

I work at another facility (Y-yu) run by the same designated manager. Starting with Kuchisakamoto Onsen, all of the Shizuoka City-run "Okushizu 5 Onsen" are OK with tattoos (including fashion tattoos) and body piercings. The water at Kuchisakamoto Onsen is top quality! Getting there is a drive on a pretty hair-raising road, but the relaxation waiting at the end of it is the best.

There are no notices or anything at all. You can get in like normal.
