At Kunimi Onsen, they won't turn you away for having tattoos or not.
You don't have to cover up at all, and the staff don't seem to mind. It's a truly wonderful onsen.

It's an old-style toji (hot spring cure) spot, but you can also do a day visit. There's even a bath for pets.
Good onsen water (strong sulfur spring) and a lovely view. I really recommend this place!
