Tattoos are a normal part of culture overseas, and in Japan they're also becoming common as fashion. But in Japan, misunderstanding and prejudice are still widespread. Especially at public bath facilities, people have widely been discriminated against and refused service just because they have tattoos, even though they have nothing to do with antisocial forces. However, the government has finally given an answer that looks set to put some brakes on this bad custom rooted in ignorance. At a February 21 Cabinet meeting, the government decided on a written answer to a question submitted by Akihiro Hatsushika, a House of Representatives member from the Democratic Party. It stated that people should not be restricted from using public baths just because they have tattoos. The Public Bath Act has provisions restricting bathing for people with contagious diseases or people who make the bath dirty, and this written answer made clear that tattoos do not fall under these reasons. However, according to the Ministry of Health, Labour and Welfare, the act does not prohibit public bath operators from refusing bathing at their own discretion, so be careful: this answer does not mean tattoos are suddenly OK at all public baths. So basically, it just means refusing you doesn't break the law...

People with tattoos were prohibited as a rule. It was a no even if completely covered with cover stickers or something.
