From the official website: "For those who follow our rules (tattoos within an area that can be completely covered by up to two of our designated cover stickers (65 mm x 105 mm)), we have decided to accept entry and bathing on a trial basis starting March 1, 2023."

There's a notice. In the swimsuit area, nobody can tell if you wear a rash guard, but in the changing room and bathing area, staff patrol frequently, maybe for hygiene reasons, so it's pretty strict. I saw lots of people covering small tattoos with tape.
