When I went to bathe around autumn, there was a group of yakuza with full-body tattoos bathing.
When I checked at the front desk, they told me, laughing, "Please be considerate, like covering it a bit with a towel. If another customer complains, though, you're out."
I got in with no problem.
They said it's fine as long as it's not your whole back. (Fashion tattoos are basically OK.) They told me, "We don't turn anyone away at the front desk, but if you'd be kind enough to be considerate, we'd appreciate it if you could just cover it a little with a towel."
