The government has notified onsen facilities that they must not refuse bathing just because someone has tattoos. The Cabinet has also officially decided that refusing bathing just because someone has tattoos is inappropriate.

I think Hoshino Resorts handles tattoos differently depending on the brand. Risonare is family-oriented, so it's a no.
