I checked with the front desk staff, and they told me it's fine!
There was a note near the suggestion box saying that since public facility baths must not refuse people because of tattoos, they had received guidance to take down notices like that.
August 29, 2020: The sign has been properly redone instead of just painted over. No restrictions, so you can relax and take your time.

I visited in February 2019. Like others have commented, there were no signs refusing entry or warning notices. I got in.
When I visited last year, both the sign and the website said tattoos weren't allowed, so I gave up on bathing. But when I went again this year, the tattoo item on the refusal sign had been painted over in white. I thought, "Huh?" and checked the website on my phone, and the mention of tattoos had been deleted from the bathing info section. Looks like they did a complete about-face... Everyone, go flock to this turncoat bath.
Nobody said anything to me, even when the staff were making their rounds cleaning and so on.
