It's a facility run on the same taxes everyone in town pays, so if they discriminated over tattoos there'd be a riot.
I've bathed here dozens of times and nobody's ever reported me, and there are lots of people with tattoos lol
Tattoos are not allowed. Someone reported me and it was an unpleasant experience. I don't think there's any need to go out of your way to feel that bad. There are a lot of families with kids and elderly people, so people watch closely.

They told me, "Basically it's a no, but it's OK if you just bathe normally. We leave it up to our guests."
I took that to mean: please be considerate of elderly people and small children, like covering up a bit with a towel, and don't cause any trouble.
It says tattoos are allowed, but when I called them directly to check, the answer was that they ask people with tattoos to refrain from entering.
I'm sure some people go in without mentioning their tattoos, but there are a lot of locals, so you'll get reported right away.

The entrance only says "No gang members or heavily intoxicated people."
I go in like normal and have never been kicked out.
