There was no "no tattoos" notice in particular, and at the front desk nobody mentioned the tattoo peeking out from my short sleeve, and I got in!
It's tattoo-friendly. I go there when I'm hiking around Nikko. It's really crowded on weekends, but not so much on weekdays, so you can relax. I have fairly large, nice design tattoos on both shoulders, my lower back, my left arm, and my ankles.
I got in, no problem.
I had a comfortable, relaxing time. I'm a woman with cute fashion tattoos on both shoulders, my lower back and my right arm, and I was happy to be able to go in openly. I want to go again next time.
