I go every time, and I get in without any trouble. The front desk staff know I have tattoos, but they chat with me like normal, and I've never been refused. If you have tattoos, wherever the bathhouse is, I at least try to be considerate and sit off to the side, and as long as you follow proper bath etiquette, I think it's no problem.
