They don't exactly welcome them, but it says to keep them covered. I keep mine properly covered when I bathe too. If yours are too big to cover, maybe it's better to stay away.
There was someone with full-body tattoos just now, so I asked at the front desk, and they said it's fine as long as you cover them as much as you can. They said it was an instruction from the higher-ups.
October 8, 2024 There was a sign at the entrance saying tattoos are refused. But when I asked the front desk, they said it's fine as long as you make an effort to cover them. They said don't show them in the lobby or the restaurant, and while bathing, making an effort to cover them is enough. You can use the private bath with no problem. They said they won't kick you out in the middle of bathing.
There's no notice saying they refuse tattoos. Read it properly, because it means something totally different. I checked at the front desk too, and it's fine.

There were no 'prohibited' notices or anything, and I wasn't warned.
I asked the staff, and they said they don't turn anyone away. I really did ask them. Also, even when you tell the staff there's a tattooed customer in the bath, they don't do anything, and I couldn't find any notice refusing tattooed customers inside or at the front desk. It should be no problem. It's an area I'd recommend for people with tattoos.
At Itawari no Yu in Shimada City, Shizuoka Prefecture, you can bathe even with full-body tattoos. Every time I go, there's an old guy with tattoos across his whole back, and apparently lots of tattoo lovers are allowed to bathe in the women's bath too with no problem.
