I checked by phone in advance and at the front desk on the day, and was able to bathe. Public day-use onsen in Shizuoka Prefecture vary in how they handle it, but many of them let you bathe.
Can infants get in?
The well-known manager is a very multicultural, liberal person. It's run by Shizuoka City, so tattoos (including fashion tattoos) and body piercings are all OK.
When I checked directly with the staff, they said you can bathe even with irezumi.
As long as you go with good manners, there was no problem at all.
